NEA Invites Proposals For Pilot Mechanical And Biological Treatment Facility Singapore, 4 November 2015 – The National Environment Agency (NEA) today published a Request for Proposal (RFP) exercise, inviting local and international companies to submit their concept proposals for a pilot Mechanical and Biological Treatment Facility. The pilot facility will be developed with a centralised, integrated mechanical and biological treatment, or alternative technologies, to maximise recycling and resource recovery from domestic waste. 2 The Mechanical and Biological Treatment Facility is part of NEA’s long-term strategy to manage domestic waste in Singapore and also part of the Government’s plans to move towards a Zero Waste Nation. NEA will be assessing the pilot facility’s effectiveness in complementing the existing waste treatment infrastructure and its potential to be an alternative method of treatment of domestic waste. At present, about 80 per cent of domestic waste is disposed of at the Waste-to-Energy (WTE) incineration plants. 3 The proposed pilot facility will be privately financed, built, owned and operated. It will be situated in Tuas South Ave 2 at a site allocated by JTC. The NEA and JTC collaboration underscores the commitment to support Singapore’s move towards environmental sustainability and building a green economy. The pilot facility will be able to process at least 300 tonnes per day of domestic waste over a 20-year period. 4 This facility will help bring Singapore closer to achieving its target of 70 per cent recycling rate by 2030. This is aligned to the Sustainable Singapore Blueprint plan of moving Singapore towards becoming a Zero Waste Nation with the aim of reducing the environmental impact of landfilling residual waste. 5 The RFP will open from today, 4 November 2015 and will close on 2 February 2016.
